About the Clerk & Treasurer
First elected in 2011, Debbie Davis is serving her third term as Altus City Clerk. Debbie has been a resident of Altus since 1968 when her father received orders to serve at Altus Air Force Base. Married to her husband David for over 33 years, she's active in numerous local groups including her church and charities.
Mrs. Davis is a member of the International Institute of Municipal Clerks as well as the Oklahoma Municipal Clerks and Treasurers State Certification Program.
Services
The City Clerk and Treasurer's Office provides the following services:
- Attend and record minutes of all Trust Authority and City Council meetings
- Attest and affix the seal of the city to all documents as required by law or by ordinance
- Authorized by Resolution to invest and reinvest available funds
- Balance CARE Program and issue
to qualified participantschecks - Billing for all departments other than the Utility Department
- Issue License fees and permits as required by Ordinance
- Maintain all original ordinances and resolutions passed by the governing body
- Maintain cemetery records for The Altus Cemetery and Restlawn Cemetery and issue all cemetery deeds
- Maintain Clerks indexing system of all minutes
- Maintain custody of all documents, records, contracts and archives
- Petty cash reimbursements and reports daily
- Prepare and mail delinquent tax letters
- Production of monthly investment report
- Reimbursements for animal sterilization
- Responsible and accountable for city funds
- Scanning daily activity reports for easy access
- Secretary to the Firefighters Pension Board
- Sign and post notification of all meeting agendas
